More testing does indicate the failure to resume is not related with the
lid being open or closed after all.

I tested a bit, and it seems that standby's initiated from closing the
laptop panel work (e.g. resume correctly upon opening the panel), but
when manually initiating standby by clicking through the fusa applet,
the laptop will not resume (as in the screen remaining dark). In such a
