I have fixed this problem and HP has adopted this fix upstream. The
problem is fixed in Ubuntu Karmic.

Why did you convert this to a question?
It is a verifiable bug in the HPLIP plugin installer.
The installer goes through the mechanics of installing the driver, but
then still complains of the driver not being installed, as per the link
above.
Did you even READ the bug report?

Try to scan, but scanner does not work. Says requires plugin, says
