Thank you for bringing this bug to our attention. Unfortunately a paper
cut should be a small usability issue that affects many people and is
quick and easy to fix.
First of all, setting emblems in *not* a daily process for an average user.

The problem seems to be finding the best way to do this. I will report a
separate bug properly later.
There are three distinct interfaces for adding emblems, each with it's slight
differences. I would suggest combining these into a single interface.
1) Edit > Backgrounds and Emblems > Emblems
2)
you can set the sidebar on emblem mode easily and use drag and drop on
the right view, the action doesn't seem to be used often enough to
justify adding complexity to the context menu which already has lot of
entries
