The problem seems to be finding the best way to do this. I will report a
separate bug properly later.

There are three distinct interfaces for adding emblems, each with it's slight 
differences. I would suggest combining these into a single interface.
1) Edit > Backgrounds and Emblems > Emblems
2) 'Emblems' in the sidebar
3) Right-click > Properties > Emblems

Quickly, I can assume #2, the sidebar, is only used temporarily before
being reverted back to something more generally useful. A "Backgrounds
and Emblems" button could be added to the Basic tab of the Properties
dialog, and so #3 could be removed.
