The problem is a) we don't really know what was broken and b) neither I
nor Charles could reproduce this behaviour. It makes this bug hard to
track and fix - especially that, based on your comment, it worked fine
in 1.70 and there were no obvious changes that could fix it.. If there

Yes, I am positive that any new torrent is not added. It does not show
up until the app is stopped and restarted. Maybe this is only an issue
in 64bit?

Are you sure that torrents aren't added? By default when new torrent is
added list of torrents isn't scrolled up so you may miss it. When
transmission is restarted the list is scrolled to the top so you see the
torrent. I have tried with both transmission 1.51-0ubuntu3 and
transmission 1.70-0ubuntu
