There is another patch submitted to wine (on the same bug) that does not
require ICU libs. This patch applies to wine & wine1.2 packages. I have
prepared packages for both on my experimental PPA:

I'm not sure working around upstream's decision is the best way forward
here (and apparently upstream never really got the shaping right
anyway), however this is definitely something that should be fixed.
