I'm running KDE4.3.1 and see this issue too.
I'd like to rebind Global Keyboard Shortcuts -> Plasma -> Activate App
Launcher, but each time KDE starts the custom key is reset to Alt-F1.
Reproducible on two different machines (although both run MS Wired 600
keyboards).

I don't know why - but somehow the issue I described disappeared. I
cannot say if it was due to local changes or any package update.
The only persisting problem concerning special keys is that sometimes the key
remains "virtually pressed" after hitting.
This is: I press the "open appllication x"
Interesting, back-to-back keyboard issues I am triaging this evening. I
am wondering if you may be experiencing an issue with using modifiers
(alt, shift, ctrl) with these? I have keys similar, like one to open a
web browser, email, and such and they all work fine, and I didn't even
have to configu
