Just commenting that this bug still exists on an upgrade from 8.10 to
9.04. The upgrade completed with errors (the ca-certificates failing to
install). Unknown if this is a problem, and if so what I should do to
correct it. Will monitor this resource for more information.

Had the same certificate issue when I upgraded from Ubuntu 8.10 to 9.04, but
it never seemed to have caused me any other issues whatsoever.

This happened to me on my desktop also. This is a fairly major problem,
especially considering the huge steps Ubuntu has made recently in making
linux an accessible option for everyday users.

I can confirm that this error occurred when I upgraded my laptop from
8.10 to 9.04 (final release) using the alternate install cd to perform
an offline upgrade.
In my case the upgrade continued without aborting, the error simply
stated that the ca-certificates package may not work correctly. Then
Your missing the point, of cause bugs happens, but they should be fixed not
ignored.

Upgraded to 8.10 to 9.04.
Since the upgrade aborts, I see this as a big problem, if it was merely a
package upgrade the failed it is something else.
My systems works, but it was left without the remaining of the upgrade to be
completed, Cleanup step and reboot step.
