I can confirm that this error occurred when I upgraded my laptop from
8.10 to 9.04 (final release) using the alternate install cd to perform
an offline upgrade.

In my case the upgrade continued without aborting, the error simply
stated that the ca-certificates package may not work correctly. Then it
prompted again to say the the package could not be install and that that
particlar install would abort. Then finally after the upgrade was
complete it said that the upgrade had completed but there were errors.

As Shane suggested I executed a 'sudo apt-get autoremove' and manually
rebooted the machine. Seems ok to me now.
