Where/ what is the modifier necessary to move the complete panel? I was
able to build one on the bottom to replace the top one, but that was a
pain! (not technically savy in Linux)

the option was a distribution change, upstream decide to go an another
way and to require a modifier to be pressed which is what the jaunty
version is doing now, right the user documentation could be updated,
that's not a gnome-panel bug though

The option was in a previous version of Ubuntu. I know this option is
there in 8.10 as that is what I use on my laptop.

There was such an option in the right click context menu of a panel in
previous ubuntu versions, or maybe it was during Intrepid's development
cycle; I don't remember. Either way, the option is available in the
source, I remember seeing it yesterday while writing the aforementioned
patch.

I thought that's what the "Allow panel to be moved/Lock the placement of
the panel" options were for. I can't find the changelog but I was able
to figure out the key qualifier. It feels like the feature is a little
more hidden. There's no information about the key qualifier in the
"Help" (file:/

bug, it was too easy to move the bar and that confused some users who
didn't know how they did the change, now you have to use an extra key to
move those

That would fix the ultimate issue I am having. I think it would be nice
to have the option to drag/drop these panels though. The way I set my
system up is with multiple displays and two panels each covering the top
of the display. That way I have two separate window lists, one for each
monitor.
I have this problem too.
@Kent, have a look at bug #192009 for specifying which monitor. I wrote
a patch today implementing it, going to submit upstream soon.
