the option was a distribution change, upstream decide to go an another way and to require a modifier to be pressed which is what the jaunty version is doing now, right the user documentation could be updated, that's not a gnome-panel bug though -- gnome-panel unable to drag and drop for placement

There was such an option in the right click context menu of a panel in previous ubuntu versions, or maybe it was during Intrepid's development cycle; I don't remember. Either way, the option is available in the source, I remember seeing it yesterday while writing the aforementioned patch. -- gnom

That would fix the ultimate issue I am having. I think it would be nice to have the option to drag/drop these panels though. The way I set my system up is with multiple displays and two panels each covering the top of the display. That way I have two separate window lists, one for each monitor.
