I thought that's what the "Allow panel to be moved/Lock the placement of the panel" options were for. I can't find the changelog but I was able to figure out the key qualifier. It feels like the feature is a little more hidden. There's no information about the key qualifier in the "Help" (file:///usr/share/gnome/help/user-guide/C/user- guide.xml#gospanel-12). Personally, I'd consider this lack of information to still be a bug.
