This is now fixed in karmic. Here is the last upstream comment in case it's
helpful:

In Finland we are mostly using the same format as in Norway and sweden:
"Correct formatting in Norway would be: 06.10.2007 11:00" meaning 06.Oct.2007.
Or in short form: "06.10.09 11:00"
Please wake up, here is many intelligent life forms on this side of
Atlantic too.

I'm in New Zealand, so using English - but have the date format issue:
When creating a task, I specify the date in dd/mm/yy format, which works - but
when viewing tasks, the dates are displayed as mm/dd/yy - this is very
confusing.

Another confirmation here - I have Ubuntu 7.10 upgraded from 7.04 with
Polish locale and saving appointments in Evolution stopped working after
the upgrade. Will this bug get an official patch for Gutsy?

You should open a bug on locales if the issue is due to this one, the
bug you comment on is a different issue which is a GNOME one and would
happens also on other distros

I found someone reported this problem on Ubuntu Forums and found a workaround:

The problem seems to be related to locale definitions (e.g.
/usr/share/i18n/pl_PL) and was introduced in Ubuntu Gutsy - Evolution

Same problem here (using Polish locales, Ubuntu 7.10). This is very annoying.
I'm seriously considering switching to Fedora 8, because
it works fine there...

Just to confirm - I'm having same problem as Aleksander and Sebastian -
also from Poland. This bug makes all date/calendar components useless. I
think it's connected with data/time format - evolution in Gutsy doesn't
like our locale settings.

The bug whch I described in

there 3 days before 7.10 is to be released. It makes Gutsy's default
email/calendar/contact suite USELESS for users of Polish locale
settings. And it will prevent me from upgrading to 7.10 on my pro

It's not only about formatting. I use Polish locale settings and I can't
save appointments.
On new appointment dialog, I fill summary field (I don't touch start
date field) and then hit save. In result, 2 dialog boxes are shown:
'Validation error: start date is wrong' and 'Invalid Date Value'.
