Thank you for taking the time to report this bug and helping to make
Ubuntu better. You reported this bug a while ago and there hasn't been
any activity in it recently. We were wondering if this is still an issue
for you. Have you tried upgrading to Jaunty (9.04)? Thanks in advance.

There's no real way to downgrade, best option is to reinstall or keep
troubleshooting.

when you say streaming videos from the web, what kind is it? flash, mms, etc?
I think the problem of this bug report is that there are multiple issues, it
should be split
-jpeg problem
-streaming videos
-graphics card problems
