"pauses" CapsLock' which correctly described the behavior.

That (shift cancels capslock) was typical behaviour on my typewriter,
not just windows, and I'm looking and waiting for this feature since
1998. :)
But things get worse.
(Capslocked) + #/' leads to # instead of '.
(Capslocked) + 4/$ leads to 4 instead of $.
Who needs that?

I agree, this is a great summary, I would just change it this way
There should be an option to disable the caps-lock by hitting the
shift key once.
In other words:
- You hit caps lock: you can only type capitals.
- You hit shift once: all the letters you type are lower case
- you keep the shit
