That (shift cancels capslock) was typical behaviour on my typewriter, not just windows, and I'm looking and waiting for this feature since 1998. :)
But things get worse. (Capslocked) + #/' leads to # instead of '. (Capslocked) + 4/$ leads to 4 instead of $.
