It still happen in kde 4.2.2 for me (although it is less a problem since I have now khtml part as my default rendering). I just checked and the "move up" "move down" options for the "Services Preference Order" are still not working. I will try again with kde 4.3 when the final version is realeased

I update to kubuntu intrepid and there is still the bug for me. But I found a way to avoid it : instead of moving up "KHTML (khtml)" in the "Services Preference Order" I remove the other options "katepart" & "KJotsPart". After the "Updating system configuration", "katepart" & "KJotsPart" reapear
