dracut provides linux-initramfs-tool. Letting dracut provide initramfs-
tools would be the wrong approach.
So flash-kernel should depend on (initramfs-tools | dracut) or
(initramfs-tools | linux-initramfs-tool) in case it would support all
different initrd tools.
