Since flash-kernel depends on the existence of the /usr/sbin/update- initramfs binary, updating flash-kernel to depend on (initramfs-tools | dracut) is a solution.
Dracut "provides" the update-initramfs "interface", but it does not "provide" the initramfs-tools "interface". Such initramfs-tools "interface" would need to provide support for the hooks and script as defined in initramfs-tools.
