This is not a simple cache problem. The problem re-appeared. It requires
more investigation.

I'm not sure if it's the same case, but I found my problem solved after
cleaning some files under $HOME/.cache, installing gnome-screenshot and
reloading GNOME. (Installing gnome-screenshot may not be of use for I removed
it thereafter, and it still worked.)
I'm using the newly-installed Ubuntu
I've met the same problem. This is the xev (Xorg) output when pressing
Alt+Shift+R. There is no KeyPress event for pressing 'R'.
