I can confirm that merecat from noble-proposed has fixed the bug for me.
Test done:
try to install merecat and confirm that it still fails to install.
Added noble-proposed to apt sources.
install merecat from noble-proposed and confirmed it installs this time.
Checked "systemctl status merecat

Accepted merecat into noble-proposed. The package will build now and be
available at
https://launchpad.net/ubuntu/+source/merecat/2.31+git20220513+ds-4.1ubuntu0.1
in a few hours, and then in the -proposed repository.
