Solved the issue after completely removing the scim and skim packages.
Thus it is worth noticing that the SCIM processes are extremely memory
hungry. After removing them I saved 600 MB of memory !!!
Intrepid Ibex should not install scim and skim by default even when
upgrading from Hardy.

I have installed kubuntu-desktop (in Intrepid) and both scim-bridge-
client-qt4 and scim-bridge-client-qt were installed (version
0.4.14-2ubuntu2). As a result I can reproduce the problem described in
this bug report.
Here is what happens when I try to launch a program:
:~$ konqueror
/usr/bin/scim
I'm ok with patch now

Ok, that patch does NOT work as expected. popen attempts to open a 'sh'
to run skim in. You cannot do that as scim is an X application, and it
won't run. Therefore, since the patch only checks for the open file
handle (which always succeeds on ubuntu), this patch does nothing
useful.

Unfortunately, the above workarounds were not sufficient so I had to re-
install the files below and all is working smoothly.
As a reminder I upgraded Kubuntu from Gutsy Gibbon to Hardy Heron.

I justed wanted to submit a bug, but I saw this one. The workaround
works for me.
I noticed it when trying to use the repository manager in Adept manager.

The problem is in scim-bridge-client-qt4, if you do not have scim
installed it delays applications starting up by several seconds while it
tries and fails to connect. If you do it insists on running scim even
when you don't need it and when quitting it just restarts. scim-bridge-
client-qt (qt3)
