The problem is in scim-bridge-client-qt4, if you do not have scim
installed it delays applications starting up by several seconds while it
tries and fails to connect. If you do it insists on running scim even
when you don't need it and when quitting it just restarts. scim-bridge-
client-qt (qt3) and scim-bridge-client-gtk have no such problems.
I've removed scim-bridge-client-qt4 from the kubuntu-kde4 seed for now.
