Im having a similar problem, i cant remember if it happens after reboot
since I havent rebooted my work machine for a long long time, but almost
every morning or any other longer time of inactivity, i have to change
the keyboard layout settings since it doesnt want to switch to option

Ah thanks for the reminder on this. I was too hasty to conclude that
'Separate layout for each window' was a fix - it isn't... about 80% of
the time my desktop starts up with US keyboard layout.
It makes things quite confusing when I do an rdesktop to another
machine, and it's on UK layout!
What
I have the same problem here. Whatever keyboard layout / localization I choose,
after reboot it's reverted to the defaults.
Checking the 'Separate layout for each window' option seems like a reasonable
workaround. Thanks Gavin.

Update: If I check the 'Separate layout for each window' box, I am able
to then select the Default radio button. After this, the keyboard layout
is preserved across a reboot.

Latest hardy - still seeing this. It is not possible to click the
'Default' radio button to the right of the keyboard layout name.
@Pedro Villavicencio: Please link to the duplicate bug - I cannot find
it. This bug should not be closed / invalid unless such reference is
given.

It was working fine in last 4 or 5 version of Ubuntu, so it is typical
regression bug.

For me it's the same with german keyboard layout.
Neither will the Keyboard shortcut to switch between layouts be saved. (alt+alt
in my case)
