Thank you for your very quick answer!
I was referring to the groovy package in my next to last sentence so I'm using
Ubuntu Groovy.
I just tried the Hirsute libfcgi-dev package and indeed, it does provide the
fcgi.pc file.
Since I'm the only one affected by this "bug" and that I can

Thank you for taking the time to file a bug report.
It is not clear to me which Ubuntu release you are using. I know that
libfcgi-dev on Hirsute does have the .pc file, so I am assuming you are
probably using Focal or Groovy.
I think this is a sensible request, but unfortunately the libfcgi
