I was referring to the groovy package in my next to last sentence so I'm using Ubuntu Groovy. I just tried the Hirsute libfcgi-dev package and indeed, it does provide the fcgi.pc file. Since I'm the only one affected by this "bug" and that I can switch to Hirsute version easilly (I'm using a custom Docker image), it does not seem useful to put any effort on this. You can then close this bug and only re-open it if more people complain.
