MATE Control Center uses launchers provided by various projects, some
outside of Ubuntu MATE and MATE - being upstream projects means they
would affect other flavours that use these packages too.

The Welcome Screen is in German now.
The advanced Menu button says "Welcome to Ubuntu MATE" in the subtitle
in English.
The Control Center is a mixed mess of English and German: "Additional
Drivers" "Printers" "Language Support" etc. There's a lot of English
stuff.

The de_DE locale has been dropped in favour of de, meaning that a full
translation of German will be available in the next update.

Welcome/Boutique already falls back to its language "de" if its locale
("de_DE") isn't available. However in this case, it does exist, but it's
translations are incomplete. Each locale combination are treated as
separate entities.
You can force the application to use de by specifying:
ubuntu-

Looking at Menu -> Languages. There is only "German [Germany]" (de_DE).
There is no option, which only says "German" (de).
I agree with you using only "de" instead of "de_DE" is a better option.
Or adding a fallback mode. If "de_DE" has no translation, then use "de" and at
last "en".

I'd say a duplicate of #1681041.
It's because there's two locales -- German (de, 100%) and German
[Germany] (de_DE, 15%) but your system is using de_DE and translations
inherit English where missing.
For Welcome, these localised versions (e.g. de_DE) should probably be
deprecated and stick to usi
