Looking at Menu -> Languages. There is only "German [Germany]" (de_DE).
There is no option, which only says "German" (de).

I agree with you using only "de" instead of "de_DE" is a better option.
Or adding a fallback mode. If "de_DE" has no translation, then use "de" and at 
last "en".

Probably sticking to de_DE causes also the problems for control center,
software boutique etc. showing in English.

I tried "sudo locale-gen de.UTF-8", but it says:
Error: 'de.UTF-8' is not a supported language or locale
