I've just reconfigured my monitors so that the top edges align rather
than the bottom edges. My menus now display in the correct position.

I haven't seen the problem in other applications, but I mostly use Firefox.
Other apps I regularly use are GEdit, Nautilus, GIMP and Eclipse. LibreOffice I
use sometimes, but not that much.
