Im running into a similar issue on karmic:
While logged in as the first user, everything - even desktop effects - runs
fine.
Then switching to the second user via fast-user-switch, the system crawls down:
start firefox and scroll down a large page. It will take a while.

better. You reported this bug a while ago and there hasn't been any activity in
it recently. We were wondering is this still an issue for you? Can you try with
the development version of Ubuntu, Hardy Heron?

I'd like to add that I get very similar symptoms. I'm running Gutsy on
an Inspiron 5100 laptop that is shared between a family of four. I only
really noticed because after 2+ users are logged in the fan will kick in
and stay on permanently. Whereas usually it only come on every now and
then.
