Im running into a similar issue on karmic: While logged in as the first user, everything - even desktop effects - runs fine. Then switching to the second user via fast-user-switch, the system crawls down: start firefox and scroll down a large page. It will take a while.
htop reports that the CPU-usage of the X server for the second user (X :1) goes up to (almost) 100%.
