Debian sort it out for 16.10.

The existing php-opencloud package in xenial is uninstallable because of
its dependency of the removed php-guzzle. So this is definitely an
update-or-remove scenario, which is adequate justification for an FFe.

one problem, generating the upstream tarball with git archive gives me a

Ah, there is a bug in the control file (forgot to update bin dep to
guzzlehttp and add a pkg-php-tools-overrides file). Rebuilding and
