1. open openoffice
2. copy some text
3. do this

4. try to copy/paste... the "w" letter with the mouse right b
It works with and without using a frame (text box?), which was what it
looked like you were using in the example picture. I can select any
letter I want and it works fine for me.

It appears to work as the following:
1. Right click on a misspelled word when auto-spell-checker is enabled
A special spell-checker context menu pops up, but only if auto-spell-checker
is enabled.

It seems to always show those options when they are relevant. If you
highlight text the cut/copy options appear. If you have something in the
buffer the paste option appears. Is this not what you want it to do?
Having them always appear even when they can't do anything doesn't seem
to be particular
