You will probably need the erfa library available in Ubuntu Utopic, either by grabbing the package and installing it on Ubuntu 14.04 (might work), build it yourself, or request a backport. Thanks for taking your time to report this issue and help making Ubuntu better. I have to admit I'm slightly confused by this. Version 0.5.0-1 of Starlink-pal is availble in Ubuntu Utopic which also has erfa 1.1.0-2 in the repositories, so that should work. Or are you trying to build the package f
