Ok, so the goal is to run starlink-pal 0.5.0-1 on Ubuntu 14.04? You will probably need the erfa library available in Ubuntu Utopic, either by grabbing the package and installing it on Ubuntu 14.04 (might work), build it yourself, or request a backport. Since 14.04 has been released, very few changes will happen to the packages in the repository for stability/regression reasons. However, it is possible to request a backport of a newer version of the package, https://wiki.ubuntu.com/UbuntuBackports#Requesting_a_Backport, which makes it available in trusty-backports where users can install it.
