Ben, can you please explain why "rootstrap" has been blacklisted exactly? As
said above, it's a requirement for pbuilder-uml (bug 106949).

Not including rootstrap means that pbuilder-uml can never be useful.
If rootstrap will not be included in Ubuntu, this case:

should probably be resolved by removing pbuilder-uml from Ubuntu, as it can't
work without rootstrap.
