Not including rootstrap means that pbuilder-uml can never be useful. If rootstrap will not be included in Ubuntu, this case: https://bugs.launchpad.net/ubuntu/+source/pbuilder/+bug/106949 should probably be resolved by removing pbuilder-uml from Ubuntu, as it can't work without rootstrap.
