I experience the same, in a 13.04 Lenovo Thinkpad X201s with i915
graphics. Updated but not upgraded to 13.10. Latest BIOS flashed
yesterday. Problem existed before and after flashing.
The following phrase (copied from another comment) describes my experience
exactly:
