Same thing in a failsafe window (from the login) as within a regular
terminal during regular boot, prior to xrandr.

UPDATE: I can run gparted from the terminal for all combinations of
gksudo gparted /dev/a* or ending in b* or c* and so on, except if I use
f*. Using f* causes gparted to scan forever, so the problem has to be
with some conflict with some device starting with f - that's just a
guess.

Although I've loaded Ubuntu and not Kubuntu, I also loaded KDE. If I
choose KDE as the session environment upon login, it exhibits exactly
the same problem.
Anyway, I'm attaching the before file here. The after will follow. These
were done in GNOME.

It looks like the problem for what I was experiencing was not TV-output
related after all. See bug 156550 - an xandr command to turn off an
unintended display seemed to work as a patch.

I have EXACTLY the same issue on a Dell C640. I attached this snapshot
in another bug report. This is also a security issue because the
screensaver (shown) does not cover the whole screen, even when "locked,"
allowing access to files outside of the area that Ubuntu "thinks" is the
full-screen area
Correction - Dell C640, not D, but the Radeon Mobility M7 video is
correct. It is using the ati - ATI Mach8, Mach32, Mach64, and Radeon
driver in Gutsy (auto detected).
