Yes it is reproducible, install PdfXviewer via wine
http://www.docu-track.com/download/PDFXVwer.zip, open any pdf file, markup
text, normally in yellow, save, and then open with evince.
I send a PDF that you can open this and 2 images after opening same file in
Adobe and Evince.

Binary package hint: evince
When showing markedup text used in PDXviewer for instance, the markup
show in foreground, and not in background, not being able to see text.
However it is possible to copy text and the selection makes it possible
to read.
