Have confirmed that this is not specific to just XFCE or laptops. Any resolution below approximately 1024x768 on any of the window managers (GNOME, KDE, XFCE) will draw dialog boxes below the bottom of the screen. Most cannot be resized or moved in order to give access to the entire dialog box.
