After researching I am unsure if this is actually a bug or just a caveat
in the program operation. Using the file that you provided I was able
to produce the desired results by simply running pdftk in.pdf cat 1-endD
output out.pdf and it produced your document but rotated 180 degrees. I

Steps to reproduce -
1. Change resolution to anything below 1024x768 (ie 800x600)
2. Open any sort of dialog box that is taller than 600 pixels. (ie
nvidia-settings, xchat preferences, evolution preferences)

Have confirmed that this is not specific to just XFCE or laptops. Any
resolution below approximately 1024x768 on any of the window managers
(GNOME, KDE, XFCE) will draw dialog boxes below the bottom of the
screen. Most cannot be resized or moved in order to give access to the
entire dialog box.
