also resolves this problem for me. (Granted, that seems to be in the
works only for 5.11.x on Hirsute, and not 5.8.x on Focal, but I figure
it's worth flagging for others affected.) Not sure
Slightly off-topic, but hopefully related enough:
I've been affected by [freedesktop #3569][0], which also is related to
older eDP panels and which started with the 5.11.0-22 as in the original
report here. (Instead of "wobbly" graphics, I simply get no graphics
whatsoever.)

I have the same issue with an HP EliteBook 840 G5, using an Intel Core
i5-8250U (Intel UHD Graphics 620) and an AMD Radeon RX 540.
Under a clean Focal install (20.04.2), I can successfully boot and use
my machine under kernel 5.8.0-55, but I get the blank screen described
by other commenters under

i'm having the same problem now. i'm running 64 bit jaunty and was
updating and adding some games with the add/remove manager and surfing
digg when the computer froze and i had to restart. i ran the synaptic
manager which told me to type sudo config -a or something like that in
terminal so i did a

That's funny, because it was just about 18 hours ago now that this bug
made itself apparent to me.
I actually had ubuntu freeze when i tried a disk cleaning utility (it
didn't occur to me that it froze because things
I used the same command as you (actually copied/pasted it when I found
it) before I ever posted a comment on this bug, no dice.
I also have the exact same problem as Erez, I can see that there's 2
flash plugins installed, and can disable them but i get the same
problem.
