The bug is found in Kubuntu 11.10, standard installation.
1. After installation "Time format" in System
Settings->Country/Region&Language->Date&Time is set to "PH:MM:SS AMPM"
by default.
Thus the time is expected to be displayed in 12 (01-12) hours format

I think it is clear from my original report. However, since it is a
very important moment, I'd like to state it explicitly.
IMHO the MOST IMPORTANT is that user B having no administrative
privileges was able to completely corrupt another user's environment.
