Another data point:
On the Lenovo T61, which also uses the TPM 1.1, I see the same error
directly after resume, but about 45-60 seconds later, logins (with the
user PIN) start working again.

either reboot, or a hibernate/thaw cycle. However, unlike the USB

This is happening with the new gdm version currently in proposed (2.30.2
--0ubuntu1). I'm using Lucid amd64, installed using the alternate
installer. Reverting to the version of gdm in main (2.30.0-0ubuntu5)
fixes the problem.
Steps to reproduce:
Verified that this is fixed on the T410 (intel graphics) and X201.
After applying the BIOS update to my W510, it now refuses to suspend entirely.
The complaint seems to be about the usb3 device (snip from kern.log):

Only members of the pkcs11 group can initialize a token on the TPM. The
easiest way to fix this is to add:
