in windows, setting to on/off allows for toggling from within the OS.
timer is a every time you hit the key, it stays on for the set time,
then turns off.

I was running Windows prior to running Quantal. The steps you send
seems to be related to screen backlight, which works perfectly, not
keyboard backlight, which is what my issue is with. Here are the logs
