Thank you for this report.
I also suffered from the same error message when I attempted to upgrade
to 14. Running dpkg --configure -a fixed the problem. I think the bug
was already fixed by the time I encountered it. See

My apologies for the vague description of this bug. The update manager
suggested that I submit this report, and I didn't know what was wrong at
that time. The update manager attempted to repair with dpkg. This did
not succeed and the update-manager hung. I killed the update-manager
process, ran
