My apologies for the vague description of this bug. The update manager suggested that I submit this report, and I didn't know what was wrong at that time. The update manager attempted to repair with dpkg. This did not succeed and the update-manager hung. I killed the update-manager process, ran "sudo dpkg --configure -a" and the output identified problems with two packages: grub-pc and eucalyptus-java-common. There were no other errors, so it appears these two packages were the reason why the upgrade failed. I was able to restart and have everything work.
