Explanation of the Ubuntu delta and why it can be dropped:
* Update aclocal.m4 and configure for ppc64el.
* Update config.{guess,sub} for AArch64.
Both should have been adressed by Debian
You're probably misunderstanding how this works in Debian, let me
explain:
Installing ruby1.9.1 gives you /usr/bin/ruby1.9.1.
Installing ruby2.0 gives you /usr/bin/ruby2.0.
Installing ruby2.1 gives you /usr/bin/ruby2.1.
The "ruby" package is merely a package that points /usr/bin/ruby to one of

no graphics and only a partially working VT), and the bug still exists.

So, I'd suggest going for 1.06-1. This makes the most sense, as it will
improve hardware support, and 1.09-1 would also improve compatibility
with the hpsa driver, but it's probably not even available in the 10.04
kernel.

Debian stable main) or 1.09-1 (from Debian sid main) can be synced to at
least 10.04.
There are no Ubuntu changes.
The main gain of this sync would be additional hardware support, for hardware
