Public bug reported:

Wired network on this laptop fails to come up automatically on the work
network.

After running this ethtool command, the wired network works, until the NIC gets
turned off (say, suspend):
ethtool -s eth0 speed 100 duplex full autoneg off

Running the ethtool command above gives this info in dmesg:
[ 62.560356] forcedeth 0000:00:0a.0 eth0: link up
[ 62.560527] IPv6: ADDRCONF(NETDEV_CHANGE): eth0: link becomes ready
