Debian has adopted php8.4 for trixie, and that has already sync'd in for
plucky, so php8.3 should be on its way out. Our transition is still in
planning, so maybe it should remain open for now, however I'm unsure if
it should be considered 'server-todo' right now.

Hadmut, thanks but I think the question is more *why* that particular
configuration? If it's just for the keys, I think Lukas is wondering
why not configure them to be loaded from a less constrained location?
