Looks like the linked patch will be available in pcs 0.12.0, which is
not yet available in Debian.  Since it adds a new feature, I would be
doubtful it could be considered for SRU.

As to the cockpit plugin, I'm guessing what you're referring to is 
cockpit-ha-cluster?

I'm not spotting cockpit-ha-cluster in the archive, so presumably the
next action would be for it to be packaged/debianized and pulled into
the Ubuntu universe archive.  Pcs is in Ubuntu main, but I see cockpit
and other pcs-* components live in universe, so having cockpit-ha-
cluster in universe would be suitable.
